Not Quite!
Ava is lying.
She said that she saw the skeleton costume because she saw the bones printed on the front. But she also said that she only saw the thief when they were running away from her. That means she only saw the back.
In fact, it was her friend wearing a pumpkin costume that stole Jordan’s candy. That’s why the thief didn’t try to take her candy either. Ava lied about the costume so her friend wouldn’t be caught.
