Clue by Clue: The Mysterious Mail Solution
The man’s new job was as head of the Post Office. The postal system had been having problems delivering mail promptly. He sent the letters to himself to test how long it would take to get them. Obviously the mail system failed as it took much longer than the time to drive between cities.
